I am sending below the important message received from Corinne Hermant from the
European Commission, DG Education and Culture concerning the upcoming Call of the
MINERVA programme.

Dear Colleagues,

MINERVA is one of the actions of the SOCRATES programme, which seeks to promote
European co-operation in the area of Open and Distance Learning and Information
and Communication Technology in education and this year, as part of SOCRATES,
around 8 million Euros have been allocated for the 2000 projects selection.

The aims of MINERVA are to promote the benefits of ICT and ODL and to ensure that
pedagogical considerations are fully taken into account in developing ICT and
multimedia-based educational products and services.
It will also promote access to a range of educational resources and to examples
of best practice in ODL and ICT activities.

Next year, a priority will be given to projects which contribute to achieving
the objectives set by the "eLearning - Designing tomorrow's education" initiative.
This new initiative is, inter alia, aimed at fostering: *Teacher training
*The provision of quality contents and services *The creation and networking of
learning centres.

Three specific areas for action have been proposed:
1 - reinforcing cooperation, networking, and encouraging the creation of
    European portals
2 - setting up a reflexion and observation framework, and promoting innovation.
3 - setting up teachers and trainers' training networks.

You will wish to note that applications for funding under MINERVA must be
addressed to:

This year, it is requested to send PRE-PROPOSALS before 1 NOVEMBER 2000 !!!

Coordinators of selected pre-proposals will be invited to submit a full proposal
before 1 MARCH 2001.

The date on the postmark will be considered the official date of dispatch.
Applications submitted via the Internet, fax or electronic mail will not be
accepted.

forms will be available in all languages, early september) - different language
versions of the SOCRATES guidelines - other relevant information.

A copy of the proposals should be addressed to National Agencies, for
